why are cigarettes not illegal whenthey cause more damage than anything out there

nicotene should be illegal as it causes cancer and we all know it cigarettes are the cause of death more than anything else why are they not illegal?

Big Tobacco is very rich and ergo, very powerful. Not only do governments make a huge amount of money from taxes on tobacco products but tobacco companies now have to help pay for health issues caused by smoking. This is about government avarice and not about helping nicotine addicts.
Yours is one of those questions that speak clearly of a world gone entirely mad.
