Prince George's Council Introduces Smokefree Bill

The Prince George's County Council introduced legislation today that would ban
smoking in the county's bars and restaurants.  The bill, similar to a measure
that was passed in Montgomery County two years ago, would impose a fine of up to
$200 for anyone who refuses to put out his cigarette, cigar or pipe.

With eight of nine council members signed on as sponsors, the legislation seems
certain to receive final approval before the end of the year. The bill would go
into effect 45 days after passage.

"We're trying to prevent our citizens from being affected by second-hand smoke,"
said council Chairman Samuel H. Dean (D-Mitchellville), one of the sponsors.

The Maryland Restaurant Association criticized the council for the ban, arguing
that it will likely "discourage some hospitality businesses from opening here." 
"Why would Prince George's County rush to move forward on an issue that will
undoubtedly put their own restaurants and bars at an economic disadvantage when
compared to establishments in surrounding jurisdictions?" said Melvin Thompson,
the association's vice president for government relations, in written testimony
to the council.

Council members said they do have some concerns about the impact the measure
will have on economic development in the county, which has been slow to attract
quality restaurants.  An amendment was added to the bill allowing the council to
review the impact of the legislation in 18 months to make modifications, if
necessary.

Council member Thomas R. Hendershot (D-New Carrollton), the only member who did
not sponsor the measure, said he doesn't think the bill is in the county's best
interest.
