In spite of broad popular support and the backing of the industry most directly
affected, the Colorado state Senate has done its best to gut a measure to ban
public smoking. 

If a compromise cannot be reached to restore the bill to the more meaningful
version passed by the House, the tobacco lobby will have won again. That will
almost certainly mean a similar measure will appear as an initiative on this
fall's ballot. 

And all the attendant cost and commotion will have come about because some
lawmakers still hold the conviction that public smoking is acceptable when it
clearly is not. Willfully exposing others to noxious and dangerous fumes would
never be countenanced in any other context.
