The November 1998 Master Settlement Agreement ordered the tobacco industry to
shut down the Tobacco Institute (TI). This September 1998 Philip Morris memo
from PM lobbyist David Nicoli discusses ramifications of disbanding the TI to
PM's Washington Relations Office. The memo indicates that the Tobacco Institute
was weaker in many respects than Philip Morris' own Washington Relations
(lobbying) Office, that PM was not too concerned with the closing of the Tobacco
Institute, and that PM likely absorbed many of the functions of the TI, and some
TI personnel as well.
This is in keeping with PM's long-term strategy of making concessions only in
areas that will cause the least harm to the company, and agreeing to compromises
that are relatively ineffective in advancing public health goals, but that
health advocates mistakenly believe will be effective. For more information on
