Smoking is legal, but so is drinking alcohol, playing a radio, and sitting on a tall lawn chair. But none of those things is allowed because it would make watching the movie unpleasant for everyone else.

Secondhand smoke is more than just a nuisance, it's a health hazard.

Smokefree outdoor movies are not unprecedented -- the outdoor film festivals in nearby Bethesda and Kensington haven't allowed smoking in the movie area for several years.

Like lawn chairs and radios, enforcement is not a big issue. If you ask people not to smoke in the crowd, they'll walk to the side of the viewing area, or they won't smoke at all.

People are used to not smoking during a movie.
